This is the defining Capitol Hill issue. In a subdivided house or a purpose-built fourplex, four kitchens and four bathrooms often drain into a single lateral sized when the building held one family. That line carries four times the load it was designed for, and when it restricts, every unit feels it at once.
It also creates a diagnostic problem that catches people out. A tenant in unit 2 reports a slow kitchen sink. The clog is not in unit 2. It is in the shared run downstream, and clearing unit 2's trap achieves nothing.
